The
Partnership
The Partnership shall be composed of 3
organisations all of whom have an
established presence in the
socio-political context of their
respective countries and all of whom
make regular contributions to the social
dialogue on National and European
levels. They will all contribute their
energy, some of their resources, time
and expertise for the project. They have
been selected on criteria of
organisation type, size, and experience
of working in EU funded Projects. The
strength of their presence in the social
dialogue contexts of their respective
countries and on the international level
has also been taken into account. The
following is a description of each of
the partners and an outline of their
specific contributions to the project.
One important criterion is the location
of the organisations. Indeed,
specifically for the promotion of
European Works Councils in small, new EU
member states, the countries had to be
selected from among those who joined the
European Union in 2004 and who could be
classified as small countries.
The South
–Central Region
The south- central region shall be
represented by the General Workers’ Union
(GWU) of Malta. The GWU shall also be
the leading partner of the consortium.
The GWU is the largest trade union on
the island of Malta. It was officially
founded on the 5 October 1943, which
date is recognized and celebrated as
Union Day. The Union's strength lies in
its membership. Its representation is
wide and reaches all sectors of the
Maltese economy. It represents the
interests of 55% of the total organized
labour force which amounts to 67% - 70%
of total labour force. This makes the
GWU by far the strongest Trade Union in
Malta.
The fundamental principles of the GWU
are inspired by democratic ideals. These
principles were enshrined in the Union's
first statute in 1943 and remain
basically so until today.
These principles aim at promoting
workers' prosperity and welfare
primarily by improving their working
conditions, socially and economically,
in their field of employment, and
politically, by enhancing the standard
of living of the people through
solidarity and social justice. The GWU
also aims at enhancing the principle of
direct workers' participation in
decision-making in the management of
their place of work.
The General Worker’s Union will be
responsible for the general Project
Management including the; coordination
of Partners, maintaining internal and
external communication network, quality
assurance, weekly project schedules,
bimonthly work-package report, monthly
deliverables checklist for each partner,
interim report and final report. They
will be also responsible for the
administration, auditing and financial
control. The General Workers’ Union
shall be also responsible for hosting
and managing the kick-off and final
conference, and for coordinating the
seminars in each country.
The North East
Region
The north-east region shall be
represented by EAKL. EAKL is the
Association of Estonian Trade Unions
based in Tallinn, Estonia. It is a very
well-established organisation and it is
represented in National Tripartite
Co-operation Council and its sub-councils.
The EAKL is also a member of ITUC, the
Baltic Trade Union Council and since
2002 it has become a full member in ETUC. The Association
of Estonian Trade Unions shall be
responsible for coordinating the
information and promotion desks’
work-packages and the website design,
hosting and maintenance.
